Public Comment:  The public is encouraged to address City Council on any matter listed on the agenda or on any other matter within its jurisdiction subject to the rules of decorum described in Section 2.08.020 of the Norwalk Municipal Code.  If you wish to address City Council, please complete a speaker card and hand the card to the Sergeant at Arms.  City Council will hear public comment on items listed on the agenda during discussion of the matter and prior to a vote and   on matters not listed on the agenda during the Oral Communications period.

 

Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist.  The City Council may direct staff to investigate and/or schedule certain matters for consideration at a future City Council meeting. 

 

Please adhere to the following procedures when addressing the City Council:  Comments should be limited to 3 minutes or less and

directed to the City Council as a whole and not directed to individual Councilmembers.

Code § 84308:  Parties to any proceeding involving a license, permit, or other entitlement for use pending before the City Council must disclose any campaign contribution over $250 (aggregated) within the preceding 12 months made by the party, their agent, and those required to be aggregated with their contributions under Gov. Code § 82015.5. The disclosure must include the amount contributed and the name(s) of the contributor(s). CONSENT CALENDAR

WAIVE READING IN FULL OF ALL ORDINANCES ON THE AGENDA

Staff recommends City Council waive reading in full of all ordinances on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.

Staff recommends City Council approve the minutes of the meeting of September 3, 2024.  825-04

 

3.

PAYROLL FOR THE PERIOD AUGUST 18, 2024 – august 31, 2024

Staff recommends City Council approve gross payroll in the amount of $1,233,758.00; the payroll check numbers 38221 – 38235 and the voucher numbers 336059 – 336583 in the total net amount of $910,809.94 for the payroll period August 18, 2024 – August 31, 2024.

COMMERCIAL DEMANDS

Staff recommends City Council approve the warrant register period August 27, 2024 – September 9, 2024, in the total amount of $3,513,792.41. 640

 

5.

PROJECT NO. 7928.2 - ACCEPTANCE OF WORK FOR LOCAL STREETS REHABILITATiON PROGRAM ZONE 8 - ENGINEERS REPORT 24-13

Staff recommends City Council accept the work of R.J. Noble Company in the amount of $2,252,726 for Project No. 7928.2 – Local Streets Rehabilitation Program – Phase 2 Zone 8.

 

6.

PROJECT NO. 7929.2 - ACCEPTANCE OF WORK FOR LOCAL STREETS REHABILITATiON PROGRAM ZONE 19 - ENGINEERS REPORT 24-14

Staff recommends City Council accept the work of All American Asphalt in the amount of $4,575,232 for Project No. 7929.2 – Local Streets Rehabilitation Program – Phase 2 Zone 19.

 


7.

PURCHASE AND SALE AGREEMENT TO PROVIDE COMPRESSED NATURAL GAS FUEL

Staff recommends City Council approve a Purchase and Sale Agreement with Norwalk-La Mirada Unified School District to fuel buses at the City’s Compressed Natural Gas station for a period of three years, from September 19, 2024 – September 18, 2027 with the option to extend the agreement for two one-year periods; and authorize the City Manager to execute the agreement and any amendments provided there is funding in the budget, on behalf of the City, in a form approved by the City Attorney.

 

8.

RESOLUTION NO. 24-48 - BIENNIAL CONFLICT OF INTEREST CODE UPDATE

Staff recommends City Council adopt Resolution No. 24-48, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK ADOPTING A CONFLICT OF INTEREST CODE, WHICH INCORPORATES BY REFERENCE THE STANDARD CONFLICT OF INTEREST CODE PREPARED BY THE FAIR POLITICAL PRACTICES COMMISSION AND REPEALING RESOLUTION NO. 22-53.

 

9.

RESOLUTION NO. 24-49 – BUDGET AMENDMENT – ADD Listos CALIFORNIA COMMUNITY RESPONSE TEAM SUPPORT GRANT AWARD

Staff recommends City Council adopt Resolution No. 24-49, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2024/25 ADOPTED BUDGET TO ADD CALIFORNIA COMMUNITY EMERGENCY RESPONSE TEAM SUPPORT GRANT AWARD, in the amount of $22,150.

ADVISORY BODY APPOINTMENTS

Staff recommends City Council make appointments to fill the vacancies on the various Advisory Bodies for two-year terms expiring on December 31, 2024.

 

11.

PLANNING COMMISSIONER APPOINTMENT

Staff recommends Councilmember Ramirez consider appointing an individual to serve as a Planning Commissioner through December 10, 2024.

ORDINANCE NO. 24-1747 - Zoning text AMENDMENT NO. 2024-01 TO amend various sections of Title 17 of the Norwalk Municipal Code as it relates to specific plan area no. 1 – EXPANDING THE LIST OF ALLOWABLE USES, updating prohibited uses list, ESTABLISHING A WAYFINDING SIGNAGE REVIEW AND APPROVAL PROCESS, AND STREAMLINING THE ENTITLEMENT PROCESS FOR CERTAIN PROJECTS within this area

Staff recommends City Council introduce by title only Ordinance No. 24-1747, AN ORDINANCE OF THE CITY NORWALK AMENDING TITLE 17 (ZONING) OF THE NORWALK MUNICIPAL CODE WITH ZONING TEXT AMENDMENT NO. 2024-01 RELATED TO SPECIFIC PLAN AREA 1 – EXPANDING THE LIST OF ALLOWABLE USES, UPDATING PROHIBITED USES LIST, ESTABLISHING A WAYFINDING SIGNAGE REVIEW AND APPROVAL PROCESS, AND STREAMLINING THE ENTITLEMENT PROCESS FOR CERTAIN PROJECTS WITHIN THIS AREA and schedule for adoption.

 

13.

ORDINANCE NO. 24-1748 - Zoning Text Amendment No. 2024-02, TO AMEND VARIOUS SECTIONS OF TITLE 17 OF THE NORWALK MUNICIPAL CODE to create A review and approval process for special sign DISTRICTS

Staff recommends City Council introduce by title only Ordinance No. 24-1748, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NORWALK AMENDING TITLE 17 (ZONING), CHAPTER 17.02 (APPROVAL PROCEDURES), ARTICLE I (PROCEDURES, HEARING, NOTICES) AND ARTICLE V (DISCRETIONARY APPROVAL AND PERMITS) OF THE NORWALK MUNICIPAL CODE WITH ZONING TEXT AMENDMENT NO. 2024-02 ALLOWING FOR THE CREATION OF A REVIEW AND APPROVAL PROCESS FOR SPECIAL SIGN DISTRICTS, and schedule for adoption.

ORDINANCE NO. 24-1749 - ZONE CHANGE NO. 2024-01 and ORDINANCE NO. 24-1750 - ZONING TEXT AMENDMENT NO. 2024-03, TO AMEND VARIOUS SECTIONS OF TITLE 17 OF THE NORWALK MUNICIPAL CODE to ESTABLISH A SPECIAL SIGN DISTRICT nO. 1 OVERLAY WITH development standards for 11 non- residential properties within the Specific Plan Area 1, Specific Plan Area 16, Institutional AND PUBLIC FACILITY OVERLY zone districts.

Staff recommends City Council:

  1. introduce by title only Ordinance No. 24-1749, AN ORDINANCE OF CITY COUNCIL OF THE CITY OF NORWALK APPROVING ZONE CHANGE NO. 2024-01 ESTABLISHING SPECIAL SIGN DISTRICT NO. 01 (SD 1) OVERLAY, and schedule for adoption; and
  2. introduce by title only Ordinance No. 24-1750, AN ORDINANCE OF CITY COUNCIL OF THE CITY OF NORWALK APPROVING ZONE TEXT AMENDMENT NO. 2024-03 TO ESTABLISH THE DEVELOPMENT STANDARDS FOR THE SPECIAL SIGN DISTRICT NO. 01 OVERLAY AND AMENDING TITLE 17 (ZONING) OF THE NORWALK MUNICIPAL CODE, and schedule for adoption.

 

 

15.

URGENCY ORDINANCE NO. 24-1753U - EXTENDING A MORATORIUM TO ESTABLISH, IMPLEMENT OR OPERATE (TEMPORARILY OR PERMANENTLY) CONVENIENCE STORES (LIQUOR STORES), DISCOUNT STOREs, PERSONAL USE – LAUNDROMATs, VEHICLE/AUTOMOBILE WASHING, PAYDAY LOAN ESTABLISHMENTS, EMERGENCY SHELTERS, SINGLE-ROOM OCCUPANCY, SUPPORTIVE HOUSING, AND TRANSITIONAL HOUSING LOCATED IN THE CITY OF NORWALK FOR AN ADDITIONAL 10 MONTHS AND 15 DAYS

Staff recommends City Council adopt Urgency Ordinance No. 24-1753U, EXTENDING A MORATORIUM TO ESTABLISH, IMPLEMENT OR OPERATE (TEMPORARILY OR PERMANENTLY) CONVENIENCE STORES (LIQUOR STORES), DISCOUNT STORES, PERSONAL USE – LAUNDROMATS, VEHICLE/AUTOMOBILE – WASHING, PAYDAY LOAN ESTABLISHMENTS, EMERGENCY SHELTERS, SINGLE-ROOM OCCUPANCY, SUPPORTIVE HOUSING, AND TRANSITIONAL HOUSING LOCATED IN THE CITY OF NORWALK FOR AN ADDITIONAL 10 MONTHS AND 15 DAYS, and waive further reading.
