Public Comment:  The public is encouraged to address City Council on any matter listed on the agenda or on any other matter within its jurisdiction subject to the rules of decorum described in Section 2.08.020 of the Norwalk Municipal Code.  If you wish to address City Council, please complete a speaker card and hand the card to the Sergeant at Arms.  City Council will hear public comment on items listed on the agenda during discussion of the matter and prior to a vote and   on matters not listed on the agenda during the Oral Communications period.

 

Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist.  The City Council may direct staff to investigate and/or schedule certain matters for consideration at a future City Council meeting.

directed to the City Council as a whole and not directed to individual Councilmembers.

Code § 82015.5. The disclosure must include the amount contributed and the name(s) of the contributor(s). Staff recommends City Council approve the minutes of the meeting of May 6, 2025. 825-04

 

2.

PAYROLL FOR THE PERIODS MARCH 30, 2025 – APRIL 12, 2025 AND

APRIL 13, 2025 – APRIL 26, 2025.    

Staff recommends City Council approve:

  1. gross payroll in the amounts of $1,258,620.28; the payroll check numbers 38344 – 38351 and the voucher numbers 344142 – 344636 in the total net amount of $940,748.48 for the pay period March 30, 2025 – April 12, 2025; and
  2. gross payroll in the amount of $1,283,537.06; the payroll check numbers 38352 – 38359 and the voucher numbers 344637 – 345126 in the total net amount of $963,098.77 for the pay period April 13, 2025 – April 26, 2025.  630

 

3.

COMMERCIAL DEMANDS

Staff recommends City Council approve the warrant register period April 29, 2025 – May 12, 2025, in the total amount of $5,200,081.48.  640

 

4.

PLANNING COMMISSION SYNOPSIS - MAY 14, 2025

No action is required unless the City Council elects to review the decision of the Planning Commission on the item where the Commission’s action was final.    320

 

5.

AGREEMENT FOR PEST CONTROL SERVICES FOR CITY FACILITIES

Staff recommends City Council award a contract to Commercial Pest Services in the amount of $25,000 for pest control services from July 1, 2025 through June 30, 2027; with the option to extend for two additional one year periods; and authorize the City Manager to execute the contract and any amendments provided there is funding in the budget, and it is within his signing authority, on behalf of the City, in a form approved by the City Attorney.  955

 

6.

AGREEMENT AMENDMENT NO. 2 - PREVENTATIVE MAINTENANCE AND REPAIR SERVICES FOR HEATING, VENTILATION, AND AIR CONDITIONING UNITS CITYWIDE

Staff recommends City Council approve Amendment No. 2, extending the term of the agreement with Tri-West Mechanical, Inc. in the amount of $65,000 for preventative maintenance and repair services for heating, ventilation and air conditioning services for an additional one-year term from July 1, 2025 through June 31, 2026; and authorize the City Manager to execute the amendment, on behalf of the City, in a form approved by the City Attorney.   955

 

7.

AGREEMENT AMENDMENT NO. 5 – TREE MAINTENANCE SERVICES – ADJUST COMPENSATION AND EXTEND TERM THROUGH JUNE 30, 2026

Staff recommend City Council approve Amendment No. 5 with West Coast Arborist in the amount of $542,000 for tree maintenance services and extend the term through June 30, 2026; and authorize the City Manager to execute the Amendment, on behalf of the City, in a form approved by the City Attorney. 1055-04

Resolution No. 25-20 Budget amendment and PURCHASE APPROVAL – PUBLIC SAFETY COMMUNICATIONS EQUIPMENT

Staff recommends City Council:

  1. adopt Resolution No. 25-20, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2024/25 ADOPTED BUDGET TO APPROPRIATE FUNDS FOR PUBLIC SAFETY COMMUNICATIONS EQUIPMENT, in the amount of $91,500; and
  2. authorize the City Manager to execute the purchase of 25 Kenwood NX-5300K2 Handheld Transceiver Radios and associated equipment, licenses, and fees from B&W Communications Inc. in the amount of $83.301.67.   634-10

Staff recommends City Council make appointments to fill the vacancies on the various Advisory Bodies for two-year terms expiring on December 31, 2026.   200

Staff recommends City Council adopt Resolution No. 25-16, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2024/25 ADOPTED BUDGET TO APPROPRIATE STREET RENOVATION FUNDS TO HIGHWAY SAFETY IMPROVEMENT PROGRAM CYCLE 6 – PROJECT NOS. 7228 AND 7230, in the amount of $290,000.   1005-04-7228/7230
